Bio

Dr. Rick Farmer is owner of Extra Point Productions. He worked 11 years in Oklahoma state government at the House of Representatives, the Insurance Department and the Workers' Compensation Commission.  Previously, he was a tenured associate professor and a fellow at the Ray C. Bliss Institute of Applied Politics at the University of Akron.

Publications include Social Science Quarterly, Party Politics, Oklahoma Politics, PS:Political Science and Campaigns and Elections Magazine.

 Legislative Football

Football is an easily understood metaphor that explains the complexities of the Oklahoma legislative process. Here is the PowerPoint presented to the 2012 Oklahoma Political Science Association meeting.  It demonstrates how the concept may be used.  The first few slides show how a bill becomes a law.  The football slides depict the game.  The final slides show how the metaphor is used in internal communications.  Here are the Rules for Oklahoma Legislative Football. This is a fun way to think about the legislative process, but more importantly it is a way to communicate the progress of a legislative proposal to a person unfamiliar with the legislative process. Here is the Daily Oklahoman's coverage of it.  In 2015 the Oklahoma Political Science Association published it in Oklahoma Politics.

 WCC Resignation

For the past year and a half I have served as the executive director of Oklahoma’s Workers’ Compensation Commission. The WCC was created by the Legislature in 2013 and I was its first executive director. Today I announced my resignation. I am looking forward to starting a new private sector venture.  Mandela

mandela.jpgIn 2000, I was privileged to visit South Africa with the Ohio Legislative Black Caucus. We attended a meeting where Nelson Mandela spoke. I snapped this picture as he was exiting. The two women standing between me and Mandela were Ohio legislators. Sorry the picture is a little grainy. The lighting was not good and I took it on the spur of the moment. Here is the full travelogue of the trip. I met a student on that trip that I am still working with today.

 Write-In Candidate

anne_cizmar_phd.jpgWhile at the University of Akron, I developed a live campaign simulation. A student in one of those courses, Anne Cizmar went on to complete her PhD at the University of Maryland and now is using the simulation in her own Political Science courses at Eastern Kentucky University. The simulation involves two different classes: upper-level Campaign Management and freshman American Government. The Campaign students are divided into teams who select a candidate and solicit votes among the Government students. The campaign always takes interesting twists. One team brought in a real State Senator to endorse their candidate. Another tried to involve ROTC. When the ROTC commander found out, he was not pleased. This year a Government student in Dr. Cizmar’s class decided to start a write-in campaign against the two Campaign Management candidates. He got 16% of the vote. Teaching can be so much fun!

 2012 Oklahoma State Questions

Oklahoma voters face six state questions on the November 6 ballot. I am preparing a presentation for the Ada, OK Chamber of Commerce about the 2012 Oklahoma state questions. This October 12 meeting will be a similar format to the presentation I made in Ada two years ago. Here is my brief summary of the questions.
